Decree of the President of the Republic of Uzbekistan

On measures to further improve the system of training qualified personnel and the introduction of international educational programs in vocational education

In order to ensure institutional integrity and improve the efficiency of the management system in the field of vocational education, implement international educational programs, and reform the system of training competitive mid-level personnel who meet the requirements of the domestic and foreign labor market:

Determine the main directions for improving the system of professional education:

optimization of types of professional educational organizations and the introduction of a unified system of multi-sector educational institutions that train personnel at all levels of professional education;

ensuring the academic independence of professional educational organizations and expanding their capabilities to train personnel that meet the requirements of economic sectors;

the introduction of a modern management system in the field of professional education, the broad involvement of interested ministries and departments in the process of training mid-level personnel, and the strengthening of their cooperation with educational organizations;

introduction of international educational programs into the educational process of professional educational organizations, ensuring recognition in foreign countries of educational documents issued upon completion of training;

gradual digitalization of educational processes in professional educational organizations, the introduction of a special electronic platform aimed at improving the quality and effectiveness of professional education;

providing professional educational organizations with the necessary educational literature, teaching aids and digital content, equipping their laboratories and workshops with the most modern equipment;

a radical update of the system for assessing the skills and competencies of graduates of professional educational organizations, creating favorable conditions for the active participation of employers’ representatives in this process.

To approve the proposal of the Project Office “Center for Projects in the Sphere of Education” and the Ministry of Higher Education, Science and Innovation to optimize the existing types of professional educational organizations and create a unified network of technical schools that train personnel at all levels of professional education.

Establish that in technical schools:

training of personnel is organized in accordance with the requirements of the International Standard Classification of Education and the National Qualifications System of Uzbekistan;

training of personnel is organized according to programs of primary, secondary and secondary specialized vocational education, and short-term training courses on qualifications and competencies are organized;

training of personnel in programs of initial vocational education for students who have completed the 9th grade of a general secondary educational organization is carried out on the basis of a state grant, and for other applicants who have at least a general secondary education, on a paid contract basis;

training of personnel in secondary and secondary specialized vocational education programs is carried out on the basis of a state grant and a paid contract;

the interconnection and continuity of various levels of vocational education programs are ensured and the duration of training in educational programs is determined taking into account the modules previously mastered by the student;

graduates of secondary specialized vocational education programs, based on the modules they have mastered, the credits they have accumulated, and the grade point average (GPA) established by the higher education institution, are allowed to continue their education from the corresponding bachelor’s degree course;

It is permitted to organize the training of personnel at levels of education at which training has not previously been provided, provided that the necessary methodological and pedagogical support, classrooms and laboratory classes, equipment for workshops, practical bases and orders from employers are available.

  1. To approve:

The list of professional educational organizations on the basis of which technical schools are created starting from January 1, 2025, in accordance with Appendix No. 1*;

The procedure for financing the activities of technical schools in accordance with Appendix No. 2;

The list of professional educational organizations on the basis of which pre-school, school and extracurricular educational organizations are organized, in accordance with Appendix No. 3*.

To assign to the higher educational institutions specified in Appendix No. 1* to this Decree the tasks of providing educational and methodological assistance, improving the quality of education in the technical schools attached to them, and improving their material and technical base.

The Ministry of Preschool and School Education (Kh. Umarova) together with the Ministry of Higher Education, Science and Innovation (K. Sharipov) shall create the necessary conditions for students of professional educational organizations specified in Appendix No. 3* to this Decree to complete their studies under the current educational programs.

*Appendices No. 1, 3 are provided in Uzbek.

The Republican Council for the Development of Professional Qualifications (A. Aripov), in order to ensure the mutual integration of education and production, shall assign republican executive bodies and business associations to technical schools as personnel customers and industrial partners by September 1, 2025, in accordance with Appendix No. 4.

Establish that:

the republican executive authorities and business associations are tasked with directing the necessary financial resources to the development of technical schools, the implementation of international educational programs, the organization of practical bases for students, the training of personnel in the form of dual education, material incentives for management and teaching staff and the organization of internships for them;

Republican executive bodies and business associations, in order to implement the tasks assigned to them in accordance with this Decree, are granted the right to direct extra-budgetary and other funds not prohibited by law to the expenses specified in Appendix No. 5.

Determine that, starting from the 2025/2026 academic year, technical schools are allowed to:

review working curricula and programs developed within the framework of educational programs, including integrating subjects in accordance with customer proposals and, within the allotted hours, changing the number of hours allocated to specialty disciplines and general professional disciplines (modules) by up to 30 percent;

in agreement with the Ministry of Higher Education, Science and Innovation, implement joint educational programs on a fee-based contract basis with the participation of leading foreign educational organizations;

to conclude direct contracts with domestic and foreign employers for the training of personnel and the organization of short-term training courses on a paid contract basis, and to independently determine the language and cost of instruction for these programs and courses;

to organize short-term training courses on vocational training, foreign languages ​​and entrepreneurship for citizens of various ages and the unemployed at the expense of the State Employment Promotion Fund;

use professional skills centers as practical bases free of charge.

  1. Implement the following procedure for training mid-level personnel in technical schools, according to which:

a) the parameters of the state order for admission to study in technical schools are approved annually before March 1. In this case:

the form of entrance examinations in technical schools is established by the Ministry of Higher Education, Science and Innovation in agreement with the personnel customers and industrial partners specified in Appendix No. 4;

admission of students in the dual education form is carried out directly on the basis of concluded agreements with employers;

b) starting from January 1, 2025:

professional educational programs are developed on the basis of professional standards and are introduced into practice after agreement with industry councils for the development of professional qualifications, associations of business entities, large employers and associations;

the final assessment of graduates is carried out in the form of demonstration exams with the participation of experts in the field, representatives of industry councils for the development of professional qualifications, assessment organizations, employers, associations and unions of business entities;

a uniform procedure for issuing state-issued documents to graduates of professional educational organizations is being introduced. At the same time, persons who have mastered professional education programs are issued diplomas, and graduates of short-term courses are issued certificates of acquisition of competence (qualification) depending on the module mastered, respectively;

c) starting from January 1, 2026, the need for mid-level personnel is formed through the Professional Education platform of the Ministry of Higher Education, Science and Innovation.

The Ministry of Higher Education, Science and Innovation (K. Sharipov) together with the Ministry of Digital Technologies (Sh. Shermatov) by September 1, 2025:

develop and implement the “Professional Education” platform, as well as ensure its integration with the “Electronic Government” system;

ensure open and free access to the “Professional Education” platform for all legal entities and individuals.

To approve:

The procedure for the operation of the “Professional Education” platform in accordance with Appendix No. 6;

The procedure for forming the need for personnel through the “Professional Education” platform in accordance with Appendix No. 6.1.

To assign personal responsibility to the heads of republican and local executive authorities for the complete and timely entry of necessary information into the Professional Education platform.

To approve the proposal of the Ministry of Higher Education, Science and Innovation and the Project Office “Center for Projects in Education” on the implementation, starting from the 2025/2026 academic year, of international educational programs in technical schools specified in Appendix No. 7.

To establish that:

the technical schools specified in Appendix No. 7 are granted full academic independence and their activities are organized in accordance with Appendix No. 8;

the technical schools specified in Appendix No. 7 organize the training of personnel according to the qualifications in accordance with Appendix No. 9;

students who have completed training in international educational programs and successfully passed the exams are awarded a diploma (certificate) in international educational programs and a state diploma of professional education;

the costs of maintaining technical schools specified in Appendix No. 7 are covered by funds allocated from the State Budget to the Ministry of Higher Education, Science and Innovation as the distributor of first-level budget funds;

The Ministry of Higher Education, Science and Innovation is permitted to engage a foreign organization to implement international educational programs in technical schools on the basis of a direct agreement by selecting the most acceptable proposals.

In order to introduce modern management methods into the system of professional education and ensure transparency of the processes of selection and appointment of management personnel of technical schools:

a) designate the Ministry of Higher Education, Science and Innovation as the body responsible for implementing a unified state policy in the system of professional education;

b) transfer the technical schools specified in Appendix No. 1 to this Decree to the jurisdiction of the Ministry of Higher Education, Science and Innovation.

In this case, it is determined that the transfer of land plots, buildings and structures, as well as other real estate objects of technical schools to other enterprises and organizations is carried out only on the basis of the relevant acts of the President of the Republic of Uzbekistan or the Cabinet of Ministers;

c) transfer to the Ministry of Higher Education, Science and Innovation the authority to determine, in agreement with the Ministry of Economy and Finance, the cost of tuition on a fee-based contract basis in state technical schools;

d) introduce, starting from January 1, 2025, a procedure for selecting candidates for the positions of director and deputy director of technical schools on the basis of an open competition. At the same time, establish that:

the competition is held through a special electronic platform of the Ministry of Higher Education, Science and Innovation;

Representatives of relevant sectors of the economy and employers may be involved in the competition;

Three-year employment contracts are concluded with directors and deputy directors based on the strategic plan they submit;

Upon expiration of the term, the employment contract with directors and deputy directors may be extended for a further three years depending on the achievement of the objectives defined in the strategic plan.

In order to provide financial support for the reforms being implemented in the system of training mid-level personnel, create a Fund for the Development of Professional Education (hereinafter referred to as the Fund) under the Ministry of Higher Education, Science and Innovation without the status of a legal entity.

  1. In order to provide the Fund with initial financial resources:

The Ministry of Economy and Finance (O. Fozilkarimov) shall allocate 50 billion soums from the State Budget to the Fund by April 1, 2025;

The Ministry of Higher Education, Science and Innovation (K. Sharipov) shall allocate to the Fund by September 1, 2025, funds in the amount of 50 billion soums from a portion of the funds of the Higher Education Institutions Development Fund distributed to the republican budget of the Republic of Uzbekistan.

To approve the Program of measures for the development of the professional education system for 2025-2027 in accordance with Appendix No. 11.

To declare some acts of the President of the Republic of Uzbekistan invalid in accordance with Appendix No. 12.

To the Ministry of Higher Education, Science and Innovation (K. Sharipov):

Together with the Ministry of Economy and Finance, by July 1, 2025, submit to the Administration of the President of the Republic of Uzbekistan the Program for the Development of the Material and Technical Base of the Professional Education System for 2026-2030;

together with interested ministries and departments, within three months, submit to the Cabinet of Ministers proposals on amendments and additions to legislative acts arising from this Decree.

To assign personal responsibility for the effective organization of the implementation of this Decree to the Minister of Higher Education, Science and Innovation K.A. Sharipov, the Chairman of the Council of Ministers of the Republic of Karakalpakstan, the khokims of the regions and the city of Tashkent.

Discussion of the progress of the implementation of this Decree, coordination and control over the activities of organizations responsible for its implementation shall be assigned to the Prime Minister of the Republic of Uzbekistan A.N. Aripov.

On March 4, the Public Council under the Ministry of Higher Education, Science and Innovation studied the general activities of the Syrdarya District Polytechnic, educational processes, the successes of teachers and students, the implementation of infrastructure and innovation projects. The main goal of this study is to assess the current state of the polytechnic and prepare proposals for its development.

During the study, individual interviews were conducted with the polytechnic management and teachers. During the negotiations, issues of improving the quality of education, introducing modern educational technologies, modernizing the infrastructure and developing innovative projects were discussed.It was also stated that it is necessary to develop strategies to improve the level of service at the Polytechnic, provide teachers with professional qualifications and develop their creative potential.

This study is an important step in the further development of the polytechnic and its practices aimed at ensuring quality education for students. This initiative is of great importance in the training of highly qualified personnel in the country through new innovative approaches and technologies in the education system, adaptation to the requirements of the modern labor market, and increasing competitiveness in various fields.

Based on the results of the study of the activities of the polytechnic, proposals and recommendations for further work will be developed, and a plan of activities will be drawn up aimed at eliminating existing problems and establishing new educational standards.
